Sean has been a member of Carrickfergus Borough Council since 1977. He served as Mayor from 1993 to 1994. A strong supporter of the police service and the rule of law, Sean served on the Police Authority and successfully lobbied for the introduction of Hate Crimes legislation. Sean is well known for his work on economic development, and for his job creation efforts. He also has a strong opponent of punitive water charges.

Sean has a keen interest in maritime history, and represents Northern Ireland on the UK National Historic Ships Committee. Sean has been campaigning for the retention of the Larne rail line and actively seeks new jobs for the East Antrim area. He is an advocate for the introduction of free personal care for elderly, as is the case in Scotland and represents Northern Ireland on the Congress of Local and Regional Authorities in Europe.
